Flash Flood vs River Flood.
The NWS distinguishes Flash Flood Warnings (rapid-onset, usually <6 hours) from River Flood Warnings (forecast crests on gauged rivers). A 'Flood Watch' means conditions favour flooding; a Warning means it is occurring or imminent.

Provincial authorities lead.
ECCC issues rainfall warnings; flood watches and warnings themselves come from provincial conservation authorities and water agencies. Terminology and thresholds vary by province.

If an alert covers you.
- →Turn around, don't drown. Six inches of moving water can knock an adult over; two feet can float most cars.
- →Move to higher ground before water rises. Do not wait to see the road flood.
- →Avoid basements and low-lying rooms during flash flood warnings.
- →If trapped in a vehicle in rising water, get out and move to higher ground on foot.
- →Assume any standing water hides sharp debris, live wires, or open manholes.
